It does NOT grow back thicker, where on earth do you get that idea?
It "feels" thicker because as the hair is long and continually is rubbed against by your clothing, when you shower, etc., the hair becomes finer and finer. When you shave and it regrows, what grows back is your hair as it NATURALLY is,...that, too, will eventually soften and get fine if you let it grow out.
Try waxing if you want something to last for a few weeks.
You could use a depilatory cream, that'll last for maybe 10 days or so.
The men I've dated that shave (usually their whole bodies)....do just that, they shave. Daily. Legs, chest, arm pits, whatever,....but if you do it on a daily basis, and if you use a GOOD razor (ie: not a cheapo disposable doohickie), and use a product such as an astringent (uhm, only in appropriate areas, but that's common sense unless you're into that sort of pain), you'll get a closer shave.
It's cheaper and more feasible and easier to just keep on shaving. If you find it a bother, definitely wax.
If you want to go permanently hairless, look into laser removal. It's expensive (around here it's $1000 for legs, and may require several treatments to get everything, but they get finer and finer),....and it doesn't work 100% the first time (you do need repeat visits), but at least once you finish you will not have to shave your chest (or anything else you decide to laser treat) again.
I have a few clients who opted for laser and for most it does work,...and when a few straglers do pop through you can pull them out with your finger tips.
I do know a few men, however, where despite several treatments, they just ended up red, with multiple cystic breakouts and acne, slightly thinner hair growth, but eventually it all just grew back.
Wax or shave. Best/cheapest options.
