help with my workout routine

I am not seeing the results i want to in my workout and i am wondering what i am doing wrong. I work Tuesday through Saturday on an odd schedule Tuesday and Thursday 6:00 am to 4:00 pm Wednesday 10 am to 5:00 pm Friday 1:00 pm to 9:30 pm and Saturday 10:00am to 5:30 pm i also go to school that being Monday 7pm to 10 pm Tuesday 5pm to 7pm Thursday 5pm to 10pm my current work out schedule consists of Friday through Monday
Friday- chest and triceps
Saturday- legs
Sunday-biceps, back, forearms
Monday -shoulders and abs
i do about 30 minutes of cardio before each workout usually running on the treadmill
i have changed my diet drastically since i started working out no more fast food, no candy, no soda, etc.
i eat allot of poultry and complex carbs with milk or Orange juice to usually drink with my meals.
but i am not seeing and significant gains in strength, size or tone
i am looking to add tone and strength but doing high weight low reps one week a or less weight more reps the next week.

i want to start doing cardio before work on Saturday and Wednesday, I already workout before i go to work on Friday but yeah i take supplements such as ZMA, creatine, and protein shakes but yeah i am not seeing any really good results.

Well something to try, how about

Fri - upper body
sat - cardio
sun - lower body
mon - cardio

You'd need to adjust your diet according to how much energy you're going to need on each day
