With a tape measure....

Flex, but don't measure after a pump (right after a workout when that area is full of lactic/folic acid and blood).

more interesting is to measure relaxed and compare with flexed.

Why not after a pump? You measure it when your muscles are at their biggest, you don't see the measurements as example 23inch biceps 'cold'... nothings ever cold, as soon as he flexes it onceand continues just as you would work it out blood is being pumped. When you are pumped after a workout, its your size its not something fake, id measure after a pump.

As long as you do the same each time it's measured??

Then you have a basis of comparison

relaxing does make the tricep feel bigger?? IMHO

www.fitnessbegin.com ...Not bodybuilding...

I'm with 3 on this.

You take TWO measurements: One with the arm relaxed. THEN, flex hard and take your 2nd measurement. The difference in size between relaxed and flexed is ONE way (of many) to guage your muscle mass.

If there is very little difference between the numbers of your relaxed and flexed pose, then you (generally speaking) probably don't have much muscle mass (other than what you "see" cold), and OF the muscle you DO have, the muscle is soft, probably "marbled" with intramuscular fat striation,....flabby muscle, un-toned, un-conditioned.
