hi ive just started to lift for about two weeks. im starting to see a vein going through my bicep. does this mean i am gaining muscle and/or losing bodyfat?

Probably a little bit of both. However its more than likely the fact that your muscles are surging with blood and the veins expand to accomadate for this.
You probably haven't lost enough body fat that it would uncover a vein if you've only been lifting two weeks. Chances are you just have good vascularity and as Gooseneck said, you probably have just increased blood flow which expands the blood vessel, thus making it more noticeable.
