your already cut, I suggest a bulking diet. Find out about how many calories your getting now, and up them about 500 calories. Make sure to get plenty of carbs and protien and you should see some mass gain, also have you considered creatine? I gain around 5lbs. in water weight when I use.

What has your diet been like? You sure you are getting enough calories? A lot of guys that think they are eating enough/a lot don't realize they need to eat more until they actually count the calories of what they are eating.

Other than that it's hard to give advice, you didn't post your routine or anything...

Pretty clean, I'd just start adding more until you start seeing the weight gain you want.

Throw in a picture where you're flexing your obliques (pull your ribs in). That helps give a good look at the mass at the core of your body. The rest of your body looks cut, but not a lot of muscle mass. If you're lifting right now, throw in some creatine and that should add mass quickly. Over the long run get a good diet with lots of protein.
