Abs are abs. No such thing as lower or higher. Your abs are one muscle group so work them as a whole. Not only can you not target one portion of your abs but you cannot spot reduce fat. If you wanna reduce fat, lower calories and do cardio. Doing 1000 situps aint gonna burn fat on your abs before you lose it anywhere else. Sadly fat storage is only localised in these places, the amount you work the local muscle group will not specifically affect the local fat storage.
