The garbage bag trick was a poor mans version of wearing a rubber suit and going running. High school wrestlers do this to make weight if they need to shed off a couple of pounds before the day of a meet, etc. Once you drink a glass of water, the weight goes right back on ya. It doesnt assist in burning more fat at all.

um, does it not raise body temperature and burn more calories...?
IMO it's not worth the suffering though, you'll enjoy running much more when comfortable, and prolly be able to go farther

Increase body temp via outside forces (such as extreme environmental conditions like heat and humidity), does not necessary equal more calories 'burned'. The term 'burning calories' is mentally linked with fire and heat. Many assume that the hotter one gets, the more calories they 'burn' thus the garbage technique. This is true to a point, but under extreme conditions like the garbage bag (which you are overriding the body's ability to thermal regulate itself), overall caloric expenditure can actually decrease because of the decrease in overall exercise performance (its certainly different running outside on a spring morning than at 12 noon in August!). In fact, exercising in colder conditions forces the body to use more energy to keep the core temperature up.
Summary: Put the garbage bag in the trash

Actually, lower external temperatures can result in more calories burned. Shivering burns lots of calories!!!

High external temperatures also make you burn more calories. Sweating also requires calories to be burned. Just my 2 cents.

This is probably true, but I think the effect is going to be negligible, especially when compared to the risk of overheating your body. You sweat so that sweat can evaporate and cool your body. Stop the sweat from evaporating, and you stop that cooling. :

Well I don't know whether its healthy or not. I don't do it, because it's something "unnatural", which could be potentially dangerous for your health (through overheating, etc).

Most wrestlers know this technique as wearing "plastics" and they would do it (at least in Iowa) to cut weight either the night before or day of a wrestling meet in order to cut body weight.
I'm not sure about other places, but this technique is illegal in Iowa because of its harmful physical effects. It easily can dehydrate a person. Along with the dehydration can come heat exhaustion, and in more serious cases, heat stroke.
And yes, death can be a consequence. Take a look here:
