Speed help!

I'm having major problems increasing my speed. I've never been really fast, but I feel like it's because I haven't given myself a chance. I know that speed is mostly genetic, but is there anything I can do to at least become faster? We do sprints at practice, but this really isn't doing anything. I did an 18 week conditioning program and got a little bit faster, but I slowed down again once my lacrosse season started. Any ideas?
