You won't get any tone without resistance/strength training.
Either buy or make some weights (like making sandbags or medicine balls) and go to. Hard muscles don't come without 'em. The more muscle you have, the easier losing and keeping off fat will be, too.

You cannot remove weight ( or fat ) from a specific area. Females "store" fat more around their thighs and buttocks. You got to lose it all through weightlifting and cardio AND diet. Then you'll be able to see the "tone".
Like Cougar said, get some weights somehow or join a gym. Stick to a program, don't expect magic results overnight. You'll get there eventually. It all depends on your dedication.

P.S. yoohoo..this is my 900th post!

does anyone know of some good excercises to target those areas, that doesn't involve going to the gym.
You need to get to a gym not only to get access to the resistance and cardio equipment, but when you get there you will be far more motivated than excercising at home.
Give yourself a reasonable time limit for results to show 12 weeks should do it.
If you are new to excercising try a gym or fitness centre that has qualified instructors and will give you an excercise program and induction course.
Good Luck1 :

Hmmm... if you build your upper body, it will make your lower body look smaller. Plus, the more muscle you have the more fat you burn. So if you build your upper body, it will help burn some of that fat.
Another suggestion, try TreadMoves if you have a treadmill. The workouts incorporate weight training (yes, while on the treadmill!) so you really burn a lot of fat while also getting some stregth work in. Plus, its not boring so you'll be sure to stick with it.

I'm going to do like sliprock and recycle a previous post.
Do whole-body weight workouts 2-3 days a week. (This would entail going to the gym though)
Do cardio (and walking qualifies) 4-5 days a week for about 30-40 min.
Regularly overtrain your lower body by using body-resistance leg movements in a circuit on 2-3 days when you're not weight training. Ths is the kind of thing you're looking for. Basically do squatting, lunging, adductor moves, leg raises and the likes in a circuit too keep the caloric expenditure high and the muscles slightly overtrained. (If you need more info, just post again.)
Keep a sane diet and try to limit carbs after 6 PM.

You say that you have been using your exercise bike and walking, and that it is not working at all. You should have gotten some results, one of the problems could be in your diet. Let us know what your diet looks like.
Also, try not to pay too much attention to the scales, instead use a tape measure, you could be trading out some of that fat for some muscle! If so, the scales wont show any change.
Add weights
Use tape measure
Tell us about your diet
