Combination I would say. Triathlon training is basically cardio, maybe desirable to JUST do this if your goal is to be very competitive, perhaps it makes sense to work upper body as little as you can in order to remain as light and lean as possible.
for the average joe, weight training cannot be replaced by tri-training, but both together would be a great fitness tool. Especially if training for sprints, they are short efforts and do not require you to dedicate a lot of time for say, long training rides/runs. Therefore, more time for the gym!
2x a week full body type weight lifting would probably be the best bet, that leaves 3-4 days for various tri-training endeavors, as well as 1-2 days for rest (of utmost importance)
