What's your workout plan like? Doing explosive lifts, dynamic forms of squats and deadlifts will help improve your start time. Chin ups and pull ups will create a strong upper back (obviously) but will also improve your speed on the 40 due to an overall strong posterior chain and arm drive.
Focus on getting strong and explosive first, then find someone to help you improve your technique. Let me know how it's going and I can give you some tips.

A good 40 time is for an olb is going to be below a 4.7. I played ball at a smaller school and that was the norm. If you can get down into the 4.5's and put on 20 lbs (over the years) than you are talking about being noticed by NFL scouts (with sound play of course.)
