I'm slowly finally getting some growth in my calves. I've found that for me, the more burn the more growth with this particular muscle. High reps with a focus on a complete ROM on various calf raises are great. When you can't complete anymore more full ROM reps, do partial reps for a pre-designated number of seconds. I say pre-designated cause it will burn like hell and if you just go til it hurts, you'll stop a lot sooner than if you set a target.

Put a 2X4 on the floor. Grab heavy weight on your shoulders like you are going to squat.
Stand with your toes on the 2x4 lower your heels to the floor and back up. Do this for high reps.

At the end of your leg day Squat again with about 1/3 your normal squat weight.
This time when you get back up in the standing position go all the way to you toes.
