I think the keyword here is pain and what exactly we are describing it as. There is a difference between doing 20 reps and feeling the 'burn' and doing 6 reps and feeling muscle failure pain. At some point, your muscles no matter how hard you try, will not be able to move the weight. Rep range is going to determine whether or not you feel a lactic burn or more of a failure. I've noticed it depends on the muscle worked as well. My legs will cramp up like all hell but my back just 'fails'.
