No, don't use the same weights for everything.

Chest, Back and legs are large muscles and can push/pull much larger forces than your arms & shoulders. Legs can push a LOT of weights, shoulders can't.

Each exercise should be based on what is heavy enough that you can't do more than 6 or 7 reps. If you can do 7 or 8 reps then increase the weight. If you can do 4 reps of 30 lb bicep curls that is a good weight. Don't be worried if you can only do 20 lb tricep extensions. If it is heavy for the 4-6 reps then it is a good weight for you.
