trying for one year. still 28% bf Please HELP me!!

I have been working out for a year or more and i am still at 28%bf. I eat all the right things, have done SO much research on all the right foods and how long and often to do cardio and weights for weight loss and still do not see too much progress.
I am 5'5 and weight 133lbs with 28%bf. I am 27years old female.
My main goal is to lose excess body fat.

Should i be drinking a protein shake after my 30-45mins cardio everyday??
I also do weights 3 to 5x/week for my entire body, spreading the workout over the week. I understand how many reps to do of each weight and for each body part and to push myself to get stronger every so often.

My diet consists of veggies, lots of salads, tuna, white fish, lots of chicken, turkey, some fruit and 3-4 liters of water a day. I try to limit the amount of carbs in the form of Melba toast etc. I also try to consume the right combination of carbs, protein and fats. I include omega-3 oils in my diet. I do not consume butter, oils other than olive and Pam and try to limit my salad dressing to balsamic vinegar. I roast and bake my meats and veggies and try to eat 5-6 small meals/day.
I take a thermogenic, Thermorexin once a day and vitamins to help with the process. I was down to 127lbs last summer, but somehow managed to put it back on.

My real problem in the excess fat on my behind, back of legs and back of arms.
I don't know if anyone can suggest a rough idea of what to pull out or add into my routine to help me kick the whole thing up a notch. I really am discouraged because all i want is to loose the cellulite on the back of my legs and not feel so uncomfortable in my clothing any more.

For the most part I feel very good about myself and some days I feel the great rush of a fabulous workout, however I am hoping that someone my be able to pass on some advise and wisdom.
Thank you.

With the amount of weekly activity that you put your body through, you shouldn't have a problem maintaining a responsible metabolism. It sounds to me that it may be a question of food volume. Can you be specific about the amount and timing of food that you might eat in a single day. It would also be helpful if you'd include your workout times. Indicating what a typical weightlifting session looks like (including the amount of weights that you're using for each exercise) would be enlightening.

Listen to cursor he can help you. Like he said, an indication of the type and intensity of your cardio and weight training sessions would be helpful.
