With an IMG tag, I can post a link to a picture hosted someplace, and it will appear as a picture in my post. Like the way you have posted pics in your journal.
Normal users cant do that except in two subforums - support& troubleshooting, and in
progress pictures.
One major use of this will be that normal users can then use whatever smilies they have as pics, like this:
