Brands of Creatine

Just a few questions on creatine

Is it fine to take creatine while cutting? This isn't my main question, but I'll ask it anyway. A search showed mixed results. I will be able to maintain strength, but my cutting won't show as much correct? (All this assuming I get enough water, I know about the dehyrdration problem).

On to the main question. What is a good brand of creatine? I was at Vitamin Outlet today to pick up some ON Whey, and saw ON Pre-Load Creatine. What is the difference between On Pre-Load Creatine and ON Creatine? Does the Pre-Load just have a delivery system included with it? Is Optimum Nutrition a good brand, or should I look for something else? I usually see ON Whey recommended without hesitation, and I love their Whey protein, but for Creatine, are they good?
