A quick search suggested using Glutamine, I checked and it's very expensive and Optimum whey has 3.870 gram/serving which on a price basis is almost as cheap a buying the pure stuff plus you get all that other protien.
Is it worth it to supplement with extra Glutamine if I'm already getting 16grams/day from the whey plus whatever I get from food?

Good question, I've wondered myself what additional Glutamine would really do for me. You take 4 servings of ON a day? Just curious why, I've found 2 is plenty as long as your diet is in check.
Well, for glutamine to be any use (and that's debatable) you need to take in around 20g/day ... I've known people take excess of 45g/day. Since your taking in such a large amount of it through servings of protein powder, that would do you just fine, there's probably no need to go the extra 4g, however you don't get much at all from normal foods. But normally people find it good to supplement as they don't get anywhere near enough normally.

I try to get around 400 grams/protien per day, so that 4 scoops is on top of 6 eggs 2-3 cans of tuna 3 chicken breasts and other misc from other foods.
It is basically an essential amino acid, that in high dosages is believed to have anti-catabolic effect. Which would be good if you were wanting to try and keep as much muscle as possible while dieting for a competition, or that dreaded summer 'cutting phase' that most bodybuilders put themselves though.

Damn that's a hell of a lot of protein. I aim for 1 g per every 1 pound I weigh, roughly. I can't imagine eating 6 eggs a day, my cholesterol would be scary. But if it works for you, that's awesome.
