I read that it was best to mix your protein shake in water because it digests into your system faster then it does if you had mixed it with milk. For hardgainers (like me), would it be a good idea to mix my creatine with milk everytime for the extra calories, except for except for right after workout. Id mix it with water then since itd digest quickly when my body needs it most.

Creatine should be mixed in water or a drink that uses water as the solvent (liqud in which the creatine is dissolved). Examples are plain water, protein shakes, or a post-workout carb-protein drink.
Since you want to gain weight, taking your protein drink with milk isn't a bad idea since you'll get extra calories this way.
Gaining positive weight (lean body mass) is not as simple as eating more calories. Exactly when you eat those calories and the foods that you choose to make up those calories is what will make the difference.
